All-Affordable Housing Development Underway In Woodbridge

WOODBRIDGE, VA — A 100 percent affordable housing development is under construction in Woodbridge, developer Standard Communities announced.

Jefferson Plaza Apartments, located at 1305 Jefferson Plaza, will offer 240 apartment units. The 147 one-bedroom and 93 two-bedroom units will be spread out between seven three-story buildings on a former shopping center site. The future residential community will be about a mile from the Woodbridge Virginia Railway Express station and close to Interstate 95.

"Revitalizing the Route 1 Corridor has been one of my top priorities since being elected as the Woodbridge District Supervisor 4 years ago. The Jefferson Plaza Apartments are a key part of that revitalization effort," said Woodbridge District Supervisor Margaret Angela Franklin. "I would like to thank Standard Communities for investing in Woodbridge. I also would like to thank Christopher Shorter, Prince William County Executive, for the professional staff work that was involved in bringing this much needed project forward."

Apartments will be available to households making 60 percent of the area median income. Jefferson Plaza will have amenities like a club room, co-working space, fitness center, 354 parking spaces, bike storage, playground, recreational area, green space and a dog park. An adjacent park will be built as part of the project.

"There is a strong demand for affordable housing in high-cost communities like Woodbridge,” said Feras Qumseya, Standard’s chief development officer. "Developing housing on the site of a former shopping center is not easy, requiring easements and rezoning. The support and assistance from Prince William County to facilitate the process was crucial."

The developer, Standard Communities, has market-rate and affordable housing communities around the U.S. with over 2,000 new construction units underway. Funding for the $67.5 million project comes from Virginia Housing through tax-exempt bonds and low-income housing tax credits from Freddie Mac through Hudson Housing Capital.

Project completion is expected in September 2026.
